Type of Incident: Vehicle Pursuit

On the evening of October 16, 2013 at about 9:24 p.m. the Hallsville Police Department attempted to initiate a traffic stop on a vehicle for a registration violation at 6400 block of Highway 124 East.  The vehicle did not stop for officers and a vehicle pursuit ensued.

Officers from the Boone County Sheriff’s Department, Missouri State Highway Patrol, and Columbia Police Department assisted with the pursuit.


The pursuit traveled east on Highway 124, north on Highway 124, east on Old Highway 124, north on Route Z, west on Kroeger Road, and south on Davenport Road.  The vehicle came to a stop in the 14900 block of Davenport Road.  The driver fled from the vehicle, however was located a short time later by Boone County Sheriff’s Department K9 unit.


The driver was identified as Collin L. Russell, a 24-year-old resident of Hallsville.


Russell was arrested for the following offenses:

Fail to register motor vehicle, Missouri RSMo. 301.020;

Failed to yield to emergency vehicle, Missouri RSMo. 304.022;

Failed to driven on right half of roadway, Missouri RSMo. 304.015;

Exceeded posted speed limit, Missouri RSMo. 304.010;

Driving while suspended, Missouri RSMo. 302.321;

Resisting arrest, Missouri RSMo. 575.150;

Possession of drug paraphilia, Missouri RSMo. 195.233


Russell’s total bond was $6,644.50
